Otukpo is one of the 4 districts that makes up Otukpo local government area, which takes its name from the district. Otukpo district is made up of the following core villages: Upu, Otukp'icho, Otobi-Akangu, Asa, Akpegede, Obaganya, Edikwu, Otada, Odudaje and Ojantele.
Other small villages in the district are, Akpachi, Amla, Emichi, Okpomaju, Ebologba, Ikobi, Ife and Okpobeka.
